About the Office of Budget and Finance

The Office of Budget and Finance (OBF) advises the NCI Office of the Director and NCI leadership, divisions, and offices on the effective management of financial, personnel, and other resources to achieve the NCI mission and to ensure that NCI operates in an efficient and fiscally responsible manner. Specifically, we:

  • Plan, direct, and coordinate financial management activities for NCI
  • Explain the NCI budget and develop information to address budget issues or concerns
  • Manage and monitor the execution of the NCI budget. Budget execution is the process federal agencies use to allocate and manage financial resources. For NCI, this includes receiving and managing donations as authorized by the U.S. Congress.
  • Administer NCI’s budget, accounting and funds control systems, and assure that the accounting of NCI funds is compatible with the National Institutes of Health (NIH) and the Department of Health and Human Services (HHS) accounting systems
  • Manage the preparation of the President’s Budget Request for NCI, in coordination with the NIH, HHS, and the Office of Management and Budget (OMB) within the Executive Office of the President
  • Provide NCI leadership, divisions, and offices with reliable financial, personnel, and other resource data
  • Perform analysis and provide information about NCI’s historic, current, and prospective financial trends
  • Develop background and briefing material for the NCI Director and other NCI and HHS officials for presentation to the research community, Congress, and the public
  • Participate in Congressional budget hearings and briefings and develop responses to questions from Congress, the administration, and the public about the NCI budget and NCI financial management
